Li Liang, male, Han nationality, born in March 1981, is a member of the Communist Party of China, graduated from the pharmaceutical major of China Pharmaceutical University with a university degree. He has successively served as the leader of the first group directly under the environmental supervision branch of Bengbu City, Anhui Province, and the head of the atmospheric Department of Bengbu ecological environment bureau. Over the years, in the grass-roots environmental law enforcement posts, we have been conscientious, down-to-earth, conscientiously performing our duties, cracking down on all kinds of environmental violations, conscientiously handling complaints from the masses, and always fighting and sticking to the forefront of pollution prevention and control. In the new job position, we can give full play to the environmental monitoring business knowledge, apply it to the city's atmospheric macro control, and lead the departments to effectively promote the completion of the city's air environment quality improvement objectives in 2019 and 2019-2020 autumn and winter. 1、 Solid performance and silent dedication
Since Li Liang participated in environmental law enforcement work for 10 years, he has carried out on-site environmental law enforcement inspection about 5000 times, made more than 2000 written records, inspected more than 8000 prevention and control facilities (sets), and handled more than 300 environmental petition cases. Under the leadership of the group, the group undertakes about 70% of the city's pollution charge tasks, and can complete the tasks on time every year. All the work of the group has become an example and benchmark of the city's environmental monitoring system. In 2015, he led law enforcement personnel to handle the largest single fine of RMB 2.35 million for environmental administrative punishment in our city, and the first consecutive fine of RMB 2.14 million for COFCO bio chemical industry. "Bengbu Chemical Enterprise Supervision manual" and "Bengbu key pollution source environmental supervision manual" compiled by Li Liang and other comrades have become the standard workflow of the city's environmental supervision system on-site law enforcement. 2、 Dare to take responsibility and forge ahead
He has a strong working principle. Through hard work, learning while doing, he has been growing rapidly and has become the business backbone of the environmental law enforcement team. In 2008, the comrade was arranged to be the team leader of the key brigade in the competitive examination organized by the Municipal Environmental Protection Bureau. Since taking the post, the comrade has been responsible for the city's special environmental protection actions, key pollution sources, environmental safety hazards of enterprises, heavy metal prevention and control, environmental protection inspection, chemical enterprise investigation and control, and special law enforcement inspection of hazardous wastes Guarantee work. The work is not only carried out in an orderly manner according to the requirements, but also widely used in the city's pollution prevention and control supervision system, enterprise site environmental law enforcement, environmental risk emergency prevention, environmental hidden danger elimination and other environmental management work. From 2008 to 2010, he was outstanding in the environmental risk investigation of enterprises in key industries along the river, and was transferred to the Provincial Department of environmental protection by the Provincial Department of environmental protection to participate in the relevant work of the province, and participated in the inspection of some cities by the inspection team of the provincial department. 3、 Fulfill one's duty and practice the law
In 2015, the new "environmental protection law" was implemented. The comrade took the lead in learning the new law and performed his duties in his post. In strict accordance with the new law and the four supporting measures, he cracked down on all kinds of environmental violations. On January 23, 2015, the comrade cooperated with Huaishang district to quickly find out the fact that Yang Chuanyong instructed LV Guangbing and LV Shuai to illegally dump 20 tons of waste water. At the same time, investigate and deal with the environmental violations of the enterprise involved in the case, such as abnormal use of water pollution control facilities, open-air sludge stacking and pollution of the surrounding environment, and impose a combined penalty of 332456 yuan for different environmental violations of the enterprise. After being transferred to Huaishang District Public Security Bureau, Yang Chuanyong, LV Guangbing and LV Shuai were respectively detained for 10 days. It started the first case of administrative detention and transfer under the new environmental protection law. At the end of January 2015, Li Liang led the team members to investigate and deal with the environmental violations of a certain enterprise that continuously exceeded the standard of pollution discharge, and implemented the first production restriction punishment in our city since the new environmental protection law of our city. On June 25, 2015, Li Liang led the team members to conduct on-the-spot review on the correction of the over standard discharge behavior of an enterprise, and investigate and deal with the environmental illegal behavior that the COD of the wastewater discharged by the enterprise exceeded 1.97 times. Li Liang took the lead in handling the first case of daily continuous punishment in our city, and imposed a fine of 2147688 yuan on the enterprise. The case led by Li Liang is not only the first case of daily continuous punishment since the implementation of the new environmental protection law of our city, but also the case with the largest amount of punishment in the province. Li Liang skillfully used the new environmental protection law and four supporting measures to crack down on all kinds of environmental violations, creating many first cases in our city, and accumulating valuable experience for the city's environmental protection department to apply the new environmental protection law.
4、 Learning, doing and improving
From 2017 to 2019, while taking into account the business work, Li Liang took the initiative to undertake the daily work of the provincial and central environmental protection supervision and rectification office, and drafted the rectification plan and report of the feedback problems of Bengbu Municipal and provincial environmental protection supervisors. Coordinate and organize the weekly scheduling and monthly promotion meeting of the municipal government, analyze the rectification situation, and form meeting materials and scheduling content suggestions. At the same time, it shall take charge of the rectification and cancellation of specific problems, organize and coordinate the on-site verification and publicity, and draft the cancellation materials. To be responsible for the reporting of the information of the central environmental protection supervision and the progress of the rectification, to report the progress of the rectification to the provincial leading group of the rectification, the municipal government office, the municipal Party committee office and other departments on a regular basis, and to implement the progress of the leadership arrangement of the municipal government, without any delay. In 2018, he was also responsible for the review and reply of all letters and visits transferred during the "looking back" period of the central environmental protection supervision.
